2262. Councillor Bacon declared an interest in any matters relating to the Wadworth Community Centre Association.
Minutes
2263. The minutes of the meeting held on 6th October 2011 were accepted as a true record and authorised to be signed by the Chairman.
Matters Raised By Parishioners
2264. Concerns were raised regarding previous minutes which related to multiple allotments. Members clarified that the matter related to allotments not being properly cultivated. The issue of drainage on some allotments was also raised. It was noted work may be required to repair the current drainage, matter to be added to the next agenda.
2265. Concerns were raised by members of the public regarding the proposed tree replanting on the playing field. Whilst not against the replanting, concerns were expressed about a particular site and the type to be planted there, the main issue being shade on nearby gardens. It was also noted that the proposed planting scheme seemed to be very regimental, the trees being planted in a straight line. Members also noted that concerns had been raised by a second parishioner regarding shading of private gardens. Members asked that advice be sought about the growth rate and shade of the trees proposed for the scheme from the contractor.
Matters Raised By DMBC Members
2266. DMBC have held an Extraordinary Council Meeting and a new permanent Chief Executive has been appointed.
2267. There is a public meeting with eh Chief Constable on the 29th November. The discussion will be about strategic police priorities.
2268. Members commented that there have been public complaints about the lack of grit bins in the parish. It appears that there were originally three bins, but the two were removed a couple of years ago by DMBC. Members requested that the missing bins from Whitbeck Close and the top of Wadworth Hill be replaced. DMBC to pursue the matter.
Neighbourhood Report
2269. The team reported that the road surface on Whitecross Lane has now been repaired and the proposed Halloween Fair has been replace by a Halloween Disco. Members noted that a further disco has been arranged for Mischievous Night.
Police Report
2270. The monthly police report was circulated and noted.
Matters Arising From The Minutes
2271. It was noted that as per minute 2241, DMBC were to follow up the non attendance of police at a couple of recent reported incidents. No update has been received.
2272. The pavilion repairs are progressing, the internal decoration has been completed as have the repairs to the locks.
2273. A quote has been received for the plumbing work for £240, members accepted the quote, the work to be undertaken as soon as possible.
2274. There are approximately 6 individuals interested in the Friends of the Shrubbery initiative. The matter to be communicated to Woodland Trust for the next stages to be outlined.
2275. Indicative prices have been obtained for the purchase of new Christmas lights, they are considered prohibitive and members are to reassess the situation.
Proactive Council ling
2276. A first draft of the proposed newsletter has been drafted and was circulated to members during the meeting. Members are to consider further items for inclusion, Advertisement of the Community Centre facilities was suggested. Members discussed the printing options for the newsletter and prices are to be obtained for printing 500 copies.

2279. It was noted that a member had attended the CACK meeting and that the Localism Bill is still on the agenda and that changes are being proposed to planning. Some parish councils have complained about the scale of recharges for the recent elections, in some cases the recharge was higher than the annual precept.
2280. The literature outlining the Queens Diamond Jubilee Beacons was discussed. The school is to be contacted to see if it would be interested in joining an initiative and further information is to be obtained. The matter to be added to the next agenda.
Financial Matters
2281. The cheques were authorised for payment
2282. It was noted that the outstanding insurance claim has now been settled and the matter closed by the insurers.
2283. The draft budget was circulated for consideration and addition of any community projects.
2284. A request to consider a donation towards the Community Centre heating system is to be considered. WCCA to supply costs and further details for the next meeting. Matter to be added to the next agenda.
2285. A response top the points raised by the councillor financial review was circulated. The matter to be added to the next agenda.
2286. The quarterly financial summary was circulated and noted.
Next Meeting
2287. The next meeting was confirmed as the the 1st December 2011 at 6.30pm at the Community Centre. Agenda to be distributed.
